The Center for the Facilitation of Investments (CFI) signed an Memorandum of Understanding (MoU) with the Association of Industries of Haiti (ADIH) and Inter-American Development Bank (IDB) to strengthen textile investments in Haiti.

The MoU allows the IDB to provide critical support to the CFI and ADIH in their mission to seek the renewal of the "Haitian Hemispheric Opportunity through Partnership Encouragement" (HOPE) and "Haiti Economic Lift Program" (HELP) legislation in the United States.

HOPE and HELP provide duty-free access to the US market for a large number of Haitian textile and manufactured goods, and is often named a reason for why investors chose to come to Haiti.
