Following the resignation on 25 June, of the businessman Reginald Boulos, one of 3 employer representatives serving on the Superior Council of Salaries (CSS) following his revelations of the existence of current account open on behalf of the Council without Council approval https://www.haitilibre.com/en/news-14346-haiti-politic-reginald-boulos-resigns-from-css.html , Victor Benoit, the Minister of Social Affairs and Labour launched an investigation into the allegations.

This investigation revealed that an account had been opened in 2013 and approved by the Administrative Director Rigaud Poncelet and Jean-Jacques Charles, the Minister of Social Affairs at the time.

April 6, 2015, two accounts were opened (confirmed in a correspondence of Wilson Laleau, the Minister of Economy and Finance), to the BRH in dollar (# 111068520) and in gourdes (# 111268533), but indeed these accounts would not have been approved by a person in authority at CSS.

However, the Minister Benoit, who claims to have played no role in the the opening of these accounts, said he was surprised that Mr. Boulos is not aware of the existence of an account since 2013, whereas, according to the rules of CSS, all decisions must be concerted. The Minister promised to close these accounts if it turned out that there were irregularities in their use.
