The Directorate of Higher Education and Scientific Research (DESRS) decided to put a hold on the current process of grant of operating authorization and/or accreditation for Higher Education Institutions (IES) because of uncontrolled development or anarchic educational institutions, notably characterized by the proliferation of education Centres said higher, abusively qualified of university.

This new measure of the Ministry of National Education was adopted by ministerial circular dated 21 July 2015.

Text of the circular :

"In the pursuit of ongoing efforts for a resumption in hand of the Haitian education system, in its entirety, it came time to address the problem of uncontrolled development, even anarchic and educational institutions, notably characterized by the proliferation of education Centres said higher abusively qualified of university.

Faced with such abuses, to allow all these institutions to return to the standards included in the new Law on Higher Education, pending approval in Parliament of the Republic, the Ministry of National Education and Vocational Training (MENFP) decided to shelve the put a hold on the process of grant of operating authorization and/or accreditation of new entities, sectors or new programs. he applications already submitted for analysis normally will follow their progress and will be processed according to the new standards.

Accordingly, it is brought to the attention of the general public and all those interested in the issue directly, that the Directorate of Higher Education and Scientific Research (DESRS) no longer receives new requests for authorization of operation, from the date of the circular."
