According to witnesses the incident occurred when soldiers fired on a van allegedly carrying illegal immigrants, following the refusal of the driver to stop the vehicle to be controlled despite the summations... A press note from the Dominican army, indicates that in the context of the investigation which is open to determine the exact circumstances of the incident "All the soldiers involved in the incident were arrested and questioned by members of the Army Intelligence Department (G2)" Major General Joseph E. Matos de la Cruz says in the note "We will not allow excesses of any kind. If it is determined during the investigation that they acted contrary to the rules, be assured that they will be handed to justice to answer for the facts." SL/ iciHaiti
