A Haitian, Kelvin Flovil, aged 18 died while swimming in the canal Fernando Valerio, section of Clavellina, in the municipality of Salcedo or Manzanillo (Province of Montecristi). Kelvin Flovil, lived in Pastor Juan neighborhood of the municipality of Las Mata de Santa Cruz.
Techelet Charles, 34, a cousin of the victim, who lives in Clavellina confirmed to the police that after dinner, Kelvin Flovil decided to go swimming in the canal despite its recommendation not to do because of the strong rise of the water and the current in the channel, following heavy rains...
The forensic pathologist Rosibel Grullón certified that the cause of the teen's death was well by drowning.
