It was agreed to adopt a gradual phase-by-phase construction process pending the availability of additional funds to complete the work. Thus, the base and the first slab of buildings A and B as well as the car park will be built and the construction completed for the building C.

The UTE has given assurances that arrangements will be made to ensure the security conditions to allow employees access to their offices during the construction of the other phases. An engineer will be recruited to review the structural study and see how it is possible to save money.
