Roosevelt Bellevue, the new Ministry of Social Affairs and Labor, during his installation by Jude Alix Patrick Salomon, the Minister of Economy and Finance, declared that "[...] the promotion of solidarity economy, the launching of entrepreneurship, combating the isolation of the elderly and the disabled, strengthening social protection for workers, improving social programs (Ede Pèp) and creating an employment agency and combating corruption [...]" were the challenges awaiting him.

Speaking to the new Minister, Jude Alix Patrick Salomon said "You do not have the right to fail. You have no other choice than to succeed in your mission. It is about the credibility of the Government and the welfare of the community."

In his speech, the new Minister Bellevue committed "[...] to give a hand to all those who want to create work [...] to exploit all avenues to help people find a job [...] to combat waste and theft [...] to help people get out of poverty."
