The Secretary-General Joseph did not fail to praise Me Pierre-Louis's experience and his outstanding qualities, which he described as "a fine connoisseur of public administration," recalling that OMRH, besides managing the global effective of the public service, it must make the Public Service attractive by reinvigorating it and by ensuring the career of civil servants underlining that "[...] or the success of its actions, the Government must rely on a strong public administration and at the service, with competent and motivated staff." In his speech, Josué Pierre-Louis, following the traditional thanks, promised to work to reconcile the taxpayer with the State through an ambitious plan of action placing the citizen at the heart of public services.
