Following the second working session of the Technical Commission for the Revision of Decrees on 4 August 2005, concerning respectively the Decree of 17 May 2005 on the organization of the Central Administration of the State and the Decree of 17 May 2005 revising the Statute General of the Civil Service, the Commission held a 3rd working session.

The Commission was chaired by Guichard Doré, Special Advisor to President Moïse as replacing of the Commission's Coordinator, Josué Pierre-Louis, invited to deliver a conference in Miami at a symposium on State reform.

A report was presented on the revision of certain articles of the Decree of 17 May 2005 on the organization of the Central Administration of the State. The commissioners debated on the proposed amendments for several hours. Most of the amended articles, due to non-conformity either to the constitution or to the reality, were approved while reservations were made on others.
