Friday Limond Toussaint, the Minister of Culture, in the presence of the Senator of the North, Mrs. Dieudonne Etienne Luma, the Departmental Delegate North, Mr. Antonio Jules, the President of the Association of Mayors North, Mrs. Ziky R. Carline, members of the public and private sectors, cultural and tourist operators and members of the Civil Society, proceeded to the installation of David Toussaint, as new Departmental Director North. He replaces Rody Attilus, who spent nearly ten years at the head of the departmental office.

In his speech, Minister Toussaint emphasized "[...] The choice of David Toussaint is not a coincidence. This designation is motivated by his career, both public and private, and his expertise in the fields of tourism, culture and new information and communication technologies [...]" adding for the new Director "[...] Mr. Departmental Director, it is up to you now, to organize, manage and animate the services and agents of the State under your responsibility [.. Time is no longer for Northern rhetoric, but for concerted and results-based action [...]"

The new Director Toussaint saiddeclared "[...] Continue the policy of safeguarding, protecting and presenting cultural heritage, promoting the creation of works of art and spirit and the development of artistic practices and teachings, which in humble opinion, will participate in the implementation of the Government's policy on technologies, of supports and networks used in the field of media and culture [...] These are my main goals as a new Director. This does not detract from my commitment to provide sustained and ongoing collaboration with cultural partners and local authorities in all areas of the Ministry's activities."
