As part of the efforts of the State to review and adjust certain contracts that run counter to the general interest, the Office of the Secretary of State for Communication informs the public of certain provisions adopted by the Ministry of Economy and Finance and the Monetary Office of the Development Assistance Program (BMPAD), through correspondence addressed to the company HLS International and the Pétion Bolivar SAM Investment Company.

"In the framework of the contract linking the Haitian State to the international HLS company signed on October 23, 2015 for the restructuring, improvement and upgrading of Haitian customs services, it has been noted that, to date (four years later), the parties were unable to reach an agreement to start the project.

Also, in application of chapters XVII dealing with the Force Majeure and XVIII concerning the Termination of the contract, paragraphs 50.2.3 and following, the Ministry of the Economy and Finances is obliged to inform you that from upon receipt of this letter, the Haitian State considers itself to be free from any form of commitment with your company in the framework of the contract of August 30, 2013, due to lapse."
