As part of the Aid in the form of Donations to local Micro-projects contributing to Human Security (APL), the Japanese and Haitian Governments signed a memorandum of understanding of a donation in the amount of 175,000 US dollars for the acquisition of fire trucks and ambulances intended to strengthen the response capacity of the National Police of Haiti (PNH).

It was the Japanese ambassador to Haiti Mizuno Mitsuki and Lucmane Delile the Minister of Justice who signed this cooperation agreement. However, due to the state of health emergency there was no signing ceremony, each party signed the protocol in a different location.
