For Eric Stromayer Chargé d'Affaires at the American Embassy in Haiti, it is a small group of Haitian elites in Haiti and abroad who hold Haiti in hostage and who exploit the suffering of the population to enrich themselves or make political capital.

"The United States is determined to hold these criminals accountable, meaning that if American citizens are involved in blocking fuel and humanitarian aid, they will be banned from traveling around the world. And we will seize their property."
