"UN and Haiti's calls for the deployment of a non-UN rapid response military force for the past 3 months seem to have had little effect on Canada and the United States, as these two countries expressed their lack of interest in leading a quick intervention in Haiti to end gang violence.

United Nations Ambassador to Canada Robert Rae said the solution to this crisis must be Haitian-led. He recalled that previous military interventions in Haiti were not effective, therefore, responsibility should lie with Haitian institutions.

For his part, the Deputy Ambassador of the United States to the UN, Robert Wood declared "Haiti must face its persistent challenges of insecurity..."

Helen La Lime, the Special Representative of the Secretary-General in Haiti and Head of the United Nations Integrated Office in Haiti (BINUH) said that she had heard the reluctance of the United States and Canada, but that she had not heard "a categorical no".
