"Caribbean military forces are ill-prepared to help deal with violence in Haiti, as international pressure increases for a transition and political stability," in the gang-ravaged country.

The President indicated that while other countries are making efforts to help end the violence in Haiti, "the weaknesses of joint operations are visible in the region [...] historically, our men and women are not trained to operate and think at the same strategic level" adding that Caribbean countries were struggling "to train people to operate injoint operations."
