The Ad Hoc Commission, responsible for organizing the Special D1 Championship, delivered its verdict concerning the dispute which opposed in Group B the formation of the Cosmopolites to that of Tempête FC with the also involvement of the USR and the Baltimore of Saint-Marc.

According to the Organizing Commission, the Cosmopolites SC team lost the two matches by 3 goals to zero, following the inclusion of Scarly Jérôme's name on the match sheet, which led to the qualification of Baltimore in the first position, followed by Tempête in second place in the group.

To decide the case, the commission relied on the following facts:

- Scarly Jérôme, Tempête player, has never been never released by his original club;

- The Cosmopolites team never submitted a license request to the FHF secretariat for the player;

- The leaders of the Cosmopolites used fakes to be able to use the player against Baltimore and USR.
