Born in Port-au-Prince, A. Reginald Victor-Louis studied Political Science and Public Administration at the Inter-American University of Puerto Rico where he obtained his bachelor's degree in 1990. He then began his diplomatic career as Cultural Attaché at the Embassy of Haiti in Santo Domingo. In 1992, he was transferred to the Ministry of Foreign Affairs where he held the position of Administrative Attaché in the Administrative Directorate as well as 2nd Assistant in the Political Affairs Directorate for the Eastern European zone until 1995. After this period, Victor-Louis took a break from his diplomatic career to devote himself to professional activities in the private sector. In 2005, he resumed his diplomatic career when he was appointed Cultural Affairs Counselor at the Embassy of Haiti in Santo Domingo. He was then transferred as head of the consular post at the Consulate General of Haiti in Santiago. From 2012 to 2018, he continued his career in Panama as Minister Counselor and Head of the Commercial and Cultural Sections. In 2018, he was recalled to the Ministry of Foreign Affairs to serve as Chargé de Mission in the Dominican Affairs Directorate. In this position, he served as the Head of Migration and Border Security Issues. Since July 26, 2024, Reginald Victor-Louis has held the position of Consul General at the Consulate of Haiti in Miami. It should be noted that this seasoned diplomat also holds a master's degree in Direction and Management of Small and Medium Enterprises (SMEs).
