In a note, Randolph Rameau, President of the Association of Petroleum Professionals (APPE) informs the National Association of Petroleum Product Distributors (ANADIPP) and the National Association of Service Station Owners (ANAPROSS), two associations of petroleum product distributors, of the presence of the Chemical Tanker "SYRMA" sailing under the flag of Guyana, carrying a cargo of diesel fuel "whose specifications do not meet the quality requirements approved for the Haitian market."

"Unable to dock at the official port-terminals of Port-au-Prince, the importer is trying to take advantage of the temporary unavailability of fuel caused by the inaccessibility of carriers to the Varreux terminal, to deliver its cargo to other unauthorized ports, thus escaping the control of government entities [...]"
