On Monday, April 21, 2025, as part of a strategic approach to combating gangs across the country, Divisional Commissioner Louigen Pierre Michelet, Departmental Director of Nippes, installed Divisional Commissioner Allan Serge Jolicœur as the new South Departmental Director.

Divisional Commissioner Allan Serge Jolicœur replaces Divisional Commissioner Daniel Compère, who is being transferred to the Central Directorate of Administrative Police (DCPA).

In his speech, Divisional Commissioner Jolicœur stated that he will listen to the public and affirmed his commitment to continuing the "Marriage Police Population" (MPP) strategy, initiated by Rameau Normal, Acting Director General of the Haitian National Police (PNH), in the fight against organized crime. The outgoing Departmental Director, Divisional Commissioner Daniel Compère, paid tribute to all those who collaborated with him during his time at the South Departmental Police Directorate and congratulated him on his accomplishments in his work.
