iciHaiti - Tourism : Project to create an Integrated Tourist Zone
John Herrick Dessources, Minister of Tourism, announced that a high-level working session was held on June 10 and 11, 2025, to discuss two draft decrees of strategic importance :

1 - The draft decree establishing an Integrated Tourist Zone (ZTI), simultaneously establishing an inter-institutional body responsible for the coordination and management of ZTIs, as well as a financial mechanism dedicated to their development and sustainability;

2 - The draft decree establishing the National Guarantee and Compensation Fund for External Accidents Affecting Aircraft Operating Domestic Commercial Flights.

The drafts were presented by executives from the Ministry's legal unit, who highlighted the legal foundations, institutional objectives, and cross-sectoral issues of each text. The meeting was attended by Yves Ducarmel François, Director General of the AAN; Lieutenant Colonel Laurent Joseph Dumas, Director General of the National Office of Civil Aviation (OFNAC); Marie Christine Stephenson, Secretary General of the CIAT; representatives from the Ministries of Commerce and Industry, Economy and Finance, and Public Works; and representatives from Sunrise Airways and the Haitian Tourism Association.

In his opening remarks, Minister Dessources highlighted the economic, institutional, and security implications of these two normative instruments.

The discussions enabled :
• A pooling of legal, technical, and regulatory observations;
• The identification of convergences and areas of concern;
• The formulation of proposals for adjustments in form and substance;
• A cross-discussion on operational implications;
• The adoption of consensus recommendations.

Through this collective effort, the Haitian government is reaffirming its commitment to creating a new, ambitious, and transformative regulatory ecosystem to promote sustainable economic development.

The projects under discussion are not simply administrative texts, emphasizes Minister Dessources, "they constitute the first milestones of a bold legislative architecture capable of securing investment, strengthening sectoral governance, and stimulating the country's competitiveness."
