iciHaiti - Security : 4th closing conference of the Sectoral Table on Security

On Monday, July 28, 2025, Prime Minister Alix Didier Fils-Aimé, accompanied by his Chief of Staff, Axène Joseph, participated in the 4th closing conference of the Sectoral Table on Security (TSS), held at the Karibe Hotel.

Themed "National and International Security Forces in Haiti : Challenges and Prospects", this initiative, led by the Center for Analysis and Research in Human Rights (CARDH) with the support of the Office of the United Nations High Commissioner for Human Rights (OHCHR), provides a framework for strategic dialogue bringing together state institutions responsible for security, representatives of human rights organizations, and civil society actors.

This session brought together several representatives from civil society, the judicial sector, human rights, and prominent figures, including :

  • Me Frantz Monclair, Government Commissioner at the Court of First Instance (TPI) of Port-au-Prince;

  • Me Bernard Saint-Vil, Dean of the TPI;

  • Wando Saint-Villier, Representative of the International Criminal Court on the High Council of the Judiciary (CSPJ);

    Jude Timogène, Representative of the Human Rights Sector on the CSPJ;

  • Jude Jean Pierre, Director General of the Office for the Protection of Citizens (OPC);

  • Frantz Thermilus, Chief Inspector General of the Haitian National Police (PNH);

  • Lieutenant Colonel Edwin Florexil, Representative of the Haitian Armed Forces (FAD'H);

  • Eldon Morgan, Deputy Commander of the Multinational Security Support Mission (MSS)

In his remarks, Gédéon Jean, Executive Director of CARDH, emphasized the importance of strengthening the capacities of the Haitian security forces and the Multinational Mission, which are essential to restoring a climate of lasting peace. He also discussed the possibility of increased support from the Organization of American States (OAS) in the security sector, in support of national authorities.

A report summarizing the four conferences and five meetings of the Sectoral Table on Security will be presented shortly and shared with the public and authorities.
