This Thursday, October 9, 2025, the agenda of the Council of Ministers promises to be very busy : presentation of the 2025-2026 budget, review of the Provisional Electoral Council (CEP), Haiti's proposed contribution to the Gang Suppression Force, and appointment of new Directors General.

The Council of Ministers also plans to repeal the decree of July 17, 2024, relating to the national conference. It should be noted that the national conference was supposed to result in the organization of a constitutional referendum.

In a fragile political climate and persistent insecurity, the constitutional referendum seems to be drifting away from the transition agenda, with the focus being on organizing elections without addressing the constitutional issue.

This meeting represents a key moment to assess the coherence of government action.

The resulting budgetary, institutional, and security choices will shape governance in the coming months and the outcome of the transition process after February 7, 2026.
