iciHaiti - Melissa : 3 days of national mourning and state of emergency

On Friday, October 31, during a special session of the Council of Ministers held by videoconference, the following decisions were approved:

A. Monday, November 3rd, Tuesday, November 4th, and Wednesday, November 5, 2025, are declared days of national mourning.

Due to the deaths of more than thirty people ( https://www.haitilibre.com/en/news-46117-haiti-news-zapping.html ) caused by Hurricane Melissa, it was decided to declare, by decree, Monday, November 3rd, Tuesday, November 4th, and Wednesday, November 5, 2025, days of national mourning, in accordance with the provisions of Article 45 of the Decree of March 11, 2020, establishing the rules relating to public ceremonies, precedence, and civil and military honors.

During these days of mourning :

1) The national flag will be flown at half-mast;

2) Nightclubs and similar establishments will remain closed;

3) Radio and television stations, and all other media outlets, will broadcast appropriate music and programs.

B. State of Emergency Declared for the Departments of South, Southeast, Grand'Anse, Nippes, West, and Northwest

To address the devastating consequences of Hurricane Melissa on the Departments of South, Southeast, Grand'Anse, Nippes, West, and Northwest, to assist the affected populations, and to facilitate the return to normal life in the affected areas, a decree has been adopted to establish a state of emergency in these departments for three (3) months, from November 3rd, 2025, to February 3rd, 2026.
