iciHaiti - Health : Workshop to prioritize departmental needs
Friday January 16, 2026, in the commune of Caracol the Economic and Social Assistance Fund (FAES) and the Ministry of Public Health and Population (MSPP) launched a "Workshop for prioritizing departmental needs."

This three-day Workshop organized by the FAES brought together Dr. Sinal Bertrand, Minister of Public Health, Serge Gabriel Collin, Director General of the FAES, as well as numerous technical executives from different departments. The central objective of the Workshop was to strengthen concerted planning and prepare the operational tools necessary for the implementation of the services component of operation HA-J0008.

Minister Sinal Bertrand invited the various actors to make strategic decisions aimed at providing sustainable responses to the pressing challenges facing Haiti. He stressed to the many technical executives present at this workshop the importance of not being satisfied with a simple list of needs. "We must approach our work with rigor and professionalism," insisted the Minister. A project, to be effective, must result in concrete results on the ground, and not remain locked into theoretical documents.

Several specific objectives guided the activities of this workshop :
• Present the main lines and governance structure of the operation (MSPP/FAES/BID);
• Identify and document the priority and strategic needs of the departments based on data and technical arguments;
• Develop standardized frameworks for the preparation of specifications linked to the recruitment of operators;
• Finalize the specifications of the Pan American Health Organization/World Health Organization (PAHO/WHO) in the context of technical assistance, health decentralization and emergency interventions;
• Define a clear mechanism for monitoring, supervision and accountability at the departmental level.

Corine Catala, Representative of the Inter-American Development Bank (IDB), reaffirmed the IDB's commitment to supporting the Haitian State. She expressed the hope that these three days of fruitful discussions will make it possible to identify a realistic and achievable agenda to help vulnerable populations across the different departments of the country.

Serge Gabriel Collinn in his intervention underlined the seriousness of the current context in which this Workshop is taking place. The latter must serve to clearly define the strategic lines necessary to initiate appropriate actions in the face of current priorities "The work of these three days must be oriented towards results," he affirmed, welcoming the commitment of the IDB and the leadership of the Ministry of Public Health, considered decisive for the success of this joint initiative.

This workshop constitutes a crucial step in determining concrete and adapted actions to face the challenges faced by the departments of Haiti in health matters.
