iciHaiti - CEP : Recruitment notice, applications open

As part of the implementation of the current Electoral Decree and the ongoing technical and operational preparations for the electoral process, the Provisional Electoral Council (CEP), through its Electoral Training Directorate, is launching a recruitment drive to create a pool of Senior Electoral Trainers to serve throughout the country.

A. Role and Responsibilities of Senior Trainers:

Under the supervision of the Electoral Training Directorate, the Senior Trainers will be responsible for :

- Providing training and guidance to electoral supervisors;

- Supervising and supporting the training of polling station staff;

- Participating in the identification, delivery, distribution, and receipt of sensitive and non-sensitive electoral materials;

- Supporting decentralized electoral structures before, during, and after election day;

- To participate in the activities of the reception centers in coordination with the Departmental Electoral Offices (BEDs);

- To contribute to the transmission of the official reports from the polling stations and the Departmental Vote Tabulation Offices to the Vote Tabulation Center;

- To strictly adhere to the rules of ethics, professional conduct, impartiality, and electoral neutrality.

B. Profile and Requirements: The following individuals may apply :

- Be of Haitian nationality;

- Hold a valid National Identification Card (CIN);

- Hold a criminal record certificate issued by the Court of First Instance;

- Reside in the department where they are to serve;

- Hold at least a diploma from a recognized institution of higher education;

- Not be a contract employee or public administration employee;

- Not have been convicted of any serious crime or sanction;

- Never have been involved in acts of electoral fraud;

- Not be subject to any national sanctions;

- Not be listed on a United Nations Security Council sanctions list.

A minimum quota of 30% women will be respected in this recruitment process, in accordance with the CEP's gender integration policy.

C. Recruitment Procedures :

The recruitment of Senior Trainers will be conducted in a competitive, transparent, and objective manner, based on:

- Review of applications;

- Verification of supporting documents;

- Evaluation of technical, pedagogical, and electoral skills;

- An interview, if necessary.

D. Application File :

The application file must include :

- A signed cover letter;

- A detailed Curriculum Vitae (CV);

- Copies of higher education diplomas obtained;

- A copy of the National Identification Card;

- A copy of a valid criminal record certificate;

- A copy of the tax identification number (NIF) for the 2024-2025 fiscal year;

- A copy of the final tax return for the 2024-2025 fiscal year;

- A letter of reference.

E. Geographic Distribution and Application Submission Period :

The submission and review of applications for the recruitment of Senior Electoral Trainers are organized by department and geographic zone, according to the following schedule:

1 Northeast (Far North) from March 16 to 20, 2026

2 North (Far North) from March 23 to 27, 2026

3 Central (Far North) from March 9 to 13, 2026

4 Northwest (Far North) from March 9 to 13, 2026

5 Artibonite (Far North) from March 16 to 20, 2026

6 West I and II (West) from March 16 to 21, 2026

7 South (Far South) from March 16 to 20, 2026

8 Nippes (Far South) from March 16 to 20, 2026

9 Grand-Anse (Far South) from March 9 to March 13, 2026

10 Southeast (Far South) from March 9 to 13, 2026

Complete applications must be submitted by the deadlines indicated above by the CEP, according to the procedures specified in the official submission notice.
