On May 1st, Emmanuel Ménard, the Minister of Culture and Communication, was dispatched to Jacmel by the Prime Minister to represent the Government on the occasion of the patronal feast of Saints Jacques and Philippe. At the solemn high mass followed by the traditional Te Deum, the parish priest called on the population not to succumb to fear and to remain vigilant. The prelate addressed the authorities, asking them to redouble their efforts and to invite the Minister to speak.
