Carrefour Rita : ECOVERT-Haiti's Solutions

For over fifteen years, the "Rita" intersection, located near Toussaint Louverture International Airport, has been a symbol of chronic government failure and a national engineering system struggling to find solutions.

Once a simple irrigated agricultural area, the Rita intersection has now become the convergence point for runoff from Caradeux, Petite Place Cazeau, and part of Delmas 33. Uncontrolled urbanization around the airport and in Clercine has destroyed natural infiltration zones, while tons of waste clog the drainage systems.

The situation is dire : with every downpour, the intersection transforms into a veritable quagmire, preventing children from reaching their schools and hindering professionals' economic travel.

ECOVERT-Haiti emphasizes that the occasional landfilling work carried out by the government is now insignificant compared to the demographic and environmental scale of the problem.

To definitively resolve the Carrefour Rita flooding crisis, ECOVERT-Haiti recommends three areas of technical intervention :

1 - Source Management and Upstream Correction: Carry out corrective work at Caradeux to control sediment and waste before it reaches the intersection;

2 - Creation of an Artificial Lake (Retention Basin): Given the area's aquifer-rich nature, ECOVERT proposes relocating the immediate buildings to construct an artificial lake. This infrastructure would stop floodwaters and allow their reuse for the municipality's industrial and domestic needs.

3 - Major Redevelopment and Diversion: If a basin is not feasible, it is imperative to undertake road rerouting and permanently redirect water to the Rivière Grise, via Clercine and Butte Boyer.
