FICA vs Baltimore Match Incident: LHF Disciplinary Decision

The General Secretariat of the Haitian Football League (LHF) announces that a disciplinary decision has been issued following the incidents that occurred during the match between FICA and Baltimore SC, played on April 29, 2026, at Parc Félix Saint-Victor, as part of the 6th round of the D1 Paryaj Lakay championship playoffs.

After a thorough review of the official reports from the referee and the match commissioner, as well as the numerous available video clips, the League has confirmed several serious infractions, including :

- Field invasion by supporters;

- Physical and verbal assaults against officials;

- Throwing of projectiles and dangerous objects;

- Significant failure of the security arrangements.

However, after a complete analysis of the available footage, the League was unable to establish the direct physical involvement of FICA players, technical staff members, or officials in the physical assaults committed against the officials.

In accordance with Articles 10 (Obligations of the Host Club); 12 (Security and Public Order); 14 (Dangerous Behavior by Supporters); and 15 (Protection of Officials), as well as the Official Match Organization Guide and Protocol, the League has imposed the following financial penalties:

- Pitch Invasion: 150,000 HTG;

- Violence Against Officials: 300,000 HTG;

- Throwing of Projectiles: 150,000 HTG;

- Security Failure: 200,000 HTG.

However, considering that the three matches behind closed doors imposed on FICA will already have extremely significant sporting and, above all, financial consequences for the club, particularly the loss of revenue from ticket sales and matchday activities, the League has decided to exceptionally suspend the immediate application of the 800,000 HTG fine.

This decision also takes into account :

- The mitigating circumstances identified in the case file;

- The efforts of certain members of the FICA delegation to limit the violence;

- The opening of a supplementary investigation.

Consequently, FICA will have to play its next three (3) official matches behind closed doors. The club is also placed under disciplinary probation until the end of the next official season organized under the authority of the LHF.

The following individual sanctions were also imposed :

- Roguel Orange: suspension for two (2) official matches;

- Désarmé Johnson: suspension for one (1) official match, severe warning, and disciplinary probation;

- Rubens Faméux: suspension for two (2) official matches with disciplinary probation;

- Sandinio Saint-Jean: suspension for two (2) official matches with disciplinary probation.

The disciplinary process remains open to continue identifying the individuals involved in the acts of violence and to consider any additional disciplinary or legal measures deemed necessary.

This decision is immediately enforceable.

The Haitian Football League reminds all clubs, officials, players, and supporters that any violence against officials or any behavior that jeopardizes the integrity of matches will result in severe disciplinary sanctions.
