Minister Sandra Paulemon receives her doctorate in public policy 16/05/2026 09:05:16
On Thursday, May 14, 2026, Sandra Paulemon, Haitian Minister of Planning and External Cooperation (MPCE), officially received her Doctor of Public Policy degree in the United States at a graduation ceremony organized by Liberty University, with former U.S. Secretary of State Mike Pompeo as guest of honor. This academic achievement follows the successful defense, with highest honors, of her doctoral dissertation entitled The Impact of Governance Reforms on Socio-Political Stability and Poverty Alleviation in Fragile Nations : A Comparative Analysis of Haiti and Colombia. Through this research, Paulemon conducted an in-depth analysis of the links between governance reforms, socio-political stability, and poverty reduction in fragile states, using Haiti and Colombia as comparative case studies. This achievement further strengthens the professional and intellectual career of the MPCE holder, who has been committed for several years to issues of Public Governance, Development, and Public Policy in service to Haiti. This academic distinction also represents a significant asset for the Ministry of Planning, which is called upon to play a central role in coordinating public policies, strategic planning, and the management of development programs.
