Northern Plain : Site inspection visit to the construction project on the Passe Coco River

On June 25, 2026, Marcelin Aubourg, the Minister of Agriculture, conducted an inspection visit to the construction site of a four-cell culvert on the Passe-Coco River, located in the town of Garde-la-Suisse, Plaine-du-Nord municipality (North Department).

This culvert, being built as part of the Program to Support Agricultural and Fisheries Productivity and Rural Infrastructure Improvement (PAPAIR), is a crucial link in the rural road network. It will connect the towns of Bakiny and Plaine-du-Nord, ensuring the year-round flow of people, agricultural products, and goods.

It is worth noting that prior to the start of this project, flooding of the Passe-Coco River, the main tributary of the Rivière du Cap, regularly disrupted traffic and isolated riverside communities. The construction of this culvert will now provide a safe passage, even during periods of heavy rain, thus helping to open up access to several farming communities.

Funded by the Inter-American Development Bank (IDB) in partnership with the Haitian government, the PAPAIR project aims to strengthen rural infrastructure, support agricultural production and fishing, and promote the economic development of the region.
