On Monday, August 17, 2026, Raina Forbin, Minister of Foreign Affairs, signed an agreement with Gianpiero Leoncini, Executive Vice President of the Andean Development Corporation (CAF).

This agreement establishes the necessary legal framework to allow CAF, also known as the Development Bank of Latin America and the Caribbean, to conduct its activities in Haiti. The agreement specifically provides for the immunities, exemptions, privileges, and facilities necessary for the fulfillment of its mission in Haiti and allows it to establish a representative office there.

This signing takes place within the framework of Haiti's accession process to CAF as a shareholder member country and the signing, on August 17, 2026, of the Share Subscription Agreement by the Minister of Economy and Finance, Serge Gabriel Collin, on behalf of the Haitian State.

The CAF is a multilateral development finance institution whose primary mission is to promote sustainable development and regional integration, notably through the provision of financial services to the public and private sectors of its member countries.

Haiti’s membership in the CAF opens new avenues for cooperation and financing for the implementation of structuring projects and development initiatives that will benefit the Haitian people.
