On Friday, September 25, 2026, as part of efforts to strengthen the Haitian National Police's (PNH) capacity in combating kidnappings, a specialized training course on negotiation techniques was held from September 22 to 25, 2026, for approximately ten police officers. Delivered by experts from the French RAID special forces unit, this training aimed to equip the trained officers to better intervene in kidnapping situations, particularly through negotiations with kidnappers. At the end of the session, participants received their training certificates.

Furthermore, on the same Friday, as part of efforts to strengthen the operational capabilities of the Presidential Security Unit (USP) agents and improve close protection arrangements for high-ranking officials, Vladimir Paraison, Acting Director General of the Haitian National Police (PNH), participated, alongside the Secretary General of the Presidency, Ms. Marie Élisabeth Régine Joseph Haddad, and the new French Ambassador to Haiti, Gautier Lekens, in a graduation ceremony for USP agents, following their training in close protection of dignitaries.

This training, which began on Tuesday, September 22, 2026, and was delivered by French experts, focused on techniques for protecting and securing dignitaries, as well as on responding to attacks on foot and by vehicle.

The French Ambassador, accompanied by the embassy's Internal Security Attaché, Inspector General Grégory-Hugues Frely, presented training certificates to more than thirty Haitian police officers from various specialized units of the PNH.

This cooperation is part of France's long-term commitment to the PNH. By 2025, nearly 500 Haitian police officers will have benefited from training provided by instructors from the RAID (Research, Assistance, Intervention, Deterrence) unit and other units of the French National Police.
