The Ministry of the Environment (MdE), through the National Institute of Water Resources (INARHY) and its Directorate of Operations and Water Resources, convened several institutions involved in the water sector on September 24th to establish an Intersectoral Water Committee.

This initiative aims to provide the country with a framework for consultation to better coordinate the interventions of the various institutions involved in water resource management.

The meeting allowed stakeholders to gather their observations, proposals, and recommendations on the framework document that will guide the establishment and operation of the Committee.

Discussions focused in particular on the future Committee's mission, its roles and responsibilities, its scope of intervention, and the coordination and collaboration mechanisms to be established among the various actors. The objective is to promote better integration of public interventions and reduce isolated or insufficiently coordinated actions in the water sector.

The meeting brought together representatives from the National Directorate of Drinking Water and Sanitation (DINEPA), the Hydrometeorological Unit of Haiti (UHM) of the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR), the National Center for Geospatial Information (CNIGS), and the Ministry of Planning and External Cooperation (MPCE). Several MdE (Ministry of Environment) agencies also participated, including INARRHY (National Institute of Hydrology and Hygiene), the Directorate of Biodiversity, and the Directorate of Integrated Management of Mountains and Watersheds (DGIMBH).

The contributions gathered will enrich the framework document and clarify the operational procedures of the future coordination mechanism. A future working session, scheduled for October 15, 2026, will be dedicated to reviewing the proposals, incorporating the accepted amendments, and reaching a consensus on the final version of the document.

Through this initiative, the Ministry of the Environment intends to contribute to the establishment of more integrated water resource governance, based on institutional consultation, complementary interventions, and improved coordination of public action, serving the population and sustainable development.
