Haiti at the 11th OLACDE Energy Week
From October 6 to 9, 2026, a Haitian delegation participated in the 11th Energy Week of the Latin American and Caribbean Energy Organization (OLACDE), held in Santo Domingo, Dominican Republic. This regional forum provides a strategic space for consultation, exchange, and the search for sustainable solutions to the major energy challenges facing Latin America and the Caribbean. The Haitian delegation was led by engineer Joseph Almathe Pierre Louis, Minister of Public Works (MTPTC), accompanied by Dr. Evenson Calixte, Director General of the National Energy Regulatory Authority (ANARSE), and Léonidas Pierre Davoust, Coordinator of the Ministry's Energy Unit. During this event, the Minister also participated in the 56th OLACDE Energy Ministers' Meeting on October 8 and 9. This ministerial meeting was dedicated to developing transition policies and consolidating energy sovereignty in the region. On the sidelines of the plenary sessions, Minister Pierre Louis and his delegation held numerous strategic bilateral meetings to attract investment and forge concrete technical partnerships. MTPTC-IDB : The Minister met with a large delegation from the Inter-American Development Bank (IDB), led by the head of the Energy Division. Discussions focused on mobilizing concessional funds and financial guarantees to support the modernization of energy infrastructure in Haiti. MTPTC-IRENA : During discussions with representatives of the International Renewable Energy Agency (IRENA), the Haitian delegation presented the main points of its new energy master plan. Given that only 30% of the population currently has access to electricity, the authorities have structured a ten-year vision supported by a five-year roadmap. In his presentation to IRENA, the Minister emphasized training and human capital development to rebuild local technical expertise, the sharing of knowledge and best practices, and the funding of pre-feasibility studies. MTPTC-MOPC : Engineer Joseph Almathe Pierre Louis also met with his Dominican counterpart from the Ministry of Public Works (MOPC). Discussions focused on cross-border connectivity infrastructure, particularly the status of the Ouanaminthe binational bridge spanning the Massacre River, a key structure for facilitating trade between the two nations. Through these regional commitments, the Minister of Public Works reaffirmed the Haitian government's commitment to encouraging private investment and implementing its strategic objectives to provide sustainable, affordable, and modern access to energy for all of Haiti's population.
