The National Telecommunications Council (CONATEL) recalls that a complain concerning a condition of license of a phone company, can be made directly with the CONATEL. The name and address of the complainant are not usually disclosed to the licensee concerned by the complaint, unless the consent of the complainant has been obtained.

The Council publishes most of investigative reports on its website and includes a summary in its annual report and other publications of the Council. Although the usual practice of CONATEL is to not use the name of a complainant in an investigation report, the Council recalls that the complainants should be aware that some details of the complaint may receive publicity.
