Max Rudolph Saint-Albin, the new Minister of the Interior and Territorial Communities, reminded the mayors in a circular that, under the decrees of 17 May 1990 on the Ministry of the Interior and on the Delegation, of Decree of 28 September 1987 on the General Directorate of Taxation and the Decree of 22 September 1964 adopting a more equitable and rational basis for the fixing of rents and renting of property in the private domain of the State.

"That they are formally prohibited to make transactions on State lands. Only the Directorate General of Taxes (DGI) is empowered according to the law to take the measures concerning the use of the property of the private domain of the State.

All transactions that do not comply with these provisions are considered null and void."
