The General Secretariat of the Council of Ministers reminds the public in general that it was decided by order of the Council of Ministers on July 12, 2017 to create the Intervention Brigade Against Land Insecurity (BRICIF) https://www.haitilibre.com/en/news-21515-haiti-politics-3-draft-decrees-and-a-draft-bill-adopted.html

Explaining that "For decades, organized armed gangs burst onto property in Haiti. This has caused unrest in several parts of the Republic, particularly in the jurisdiction of the Courts of First Instance of Port-au-Prince and Croix-des-Bouquets. This situation of land insecurity is an obstacle to investment intentions in the country.

To remedy this, the Head of State and the Government created the BRICIF. A structure under the direct authority of the Minister of Justice and Public Safety, whose mandate is to :

• Collect complaints from victims of dispossession or spoliation ;

• Intervene at the scene of land crime ;

• To apprehend all offenders and to refer them, if need is, within the legal deadline, before the competent court ;

• Facilitate all executions of past decisions in force of thing sovereignly judged.

This measure is therefore aimed at eradicating the phenomenon of land insecurity throughout the national territory."
