iciHaiti - Environment : A law voted and published still not in application after 10 months !
The law establishing the National Service for Solid Waste Management (SNCRS) voted by the two branches of Parliament, promulgated and published in the Official Journal "Le Moniteur" on September 21, 2017 has still not come into effect, laments Senator Jacques Sauveur Jean, President of the Agriculture and Environment Commission in a letter sent this week to Senate President Joseph Lambert, noting the presence of a Director General at the head of the SMCRS a post that no longer exists in the provisions of the law passed.

Senator Jacques Sauveur Jean believes that "this delay or negligence not only deprives to people eager for work the pleasing prospect of several thousand jobs in an organization that has jurisdiction over the entire national territory, but still deprives the country of a dynamic service capable of making a significant improvement in collection and waste management for the benefit of ecosystems [...]"

He asks the President of the Senate to send a letter to the Head of State inviting him, under Article 136 of the Constitution, which makes him a guarantor of the proper functioning of the institutions, to take all the measures and provisions for this law, promulgated and published for nearly a year, to be implemented as soon as possible.
