In his speech the Minister Lapin declared "Carnival is the practice of the art of culture in all their freedom. the State will take its responsibilities in this tradition which is the carnival, 'An n pote kole pou Ayiti dekole' is the theme of Carnival 2020. Haiti must take off, that concerns all of us within the Government, to unite, to have a good education, health, energy, road [...] all the decisive things for the State of today, tomorrow and the day after tomorrow," adding "This popular celebration has no borders or political color, because opponents and supporters of power have their place, because carnival is above all a national holiday."
