"General Hérard was an exemplary statesman and soldier who served his country with honor and merit. During his long career within the Haitian military institution, he had the privilege of directing the Military Academy. An unwavering patriot, he was appointed Minister of Foreign Affairs for the first time under General Henri Nemphy. After General Prosper Avril took power, General Abraham became Commander-in-Chief of the Army, with the rank of Major-General. Following the departure of President Prosper Avril, he became Acting President of Haiti for three days. 14 years later, under the leadership of Prime Minister Gérard Latortue, Hérard Abraham returned to Haiti to take up the post of Minister of the Interior and National Defense. After a cabinet reshuffle, he was reappointed Minister of Foreign Affairs. The death of General Abraham represents a great loss for the entire Nation and for the Ministry of Defense where he served as an adviser to the Cabinet of Minister Enold Joseph. In this painful circumstance. Minister Joseph presents his sympathies to his wife, children and other members of his family, to the High Staff, to the members of the Armed Forces of Haiti, to his classmates as well as to his friends affected by this disappearance."
