On Thursday, December 18, 2025, Laurent Saint-Cyr, President pro tempore and Coordinator of the Transition Council, chaired a Council of Ministers meeting at the Villa d’Accueil. The members of the Transition Council and the Government discussed the country's security situation and adopted the following items :

• Draft Decree on the organization and operation of the Ministry of Haitians Living Abroad (MHAVE);

• Draft Decree revising the Decree of December 22, 2005, on the organization and operation of the Ministry of the Status of Women and Women's Rights (MCFDF);

• Draft Decree on the organization and operation of the Ministry of Youth, Sports, and Civic Action (MJSAC);

• Draft Decree establishing the organization and operation of the General Customs Administration (AGD);

• Draft Decree introducing a digital mechanism for controlling the entry and exit of travelers into the national territory using a digital card called "IKAT" https://www.icihaiti.com/en/news-46405-icihaiti-notice-the-new-digital-boarding-and-disembarking-card-is-now-in-effect.html ;

• Draft Decree regulating the exercise of freedom of expression and addressing the prevention and punishment of defamation and press offenses;

• Draft Order appointing the members of the Council for Higher Education and Scientific Research;

• Draft Order implementing the National Strategy Document for Combating Human Trafficking (DSNLTP) to give it full effect;

• Draft Order implementing the Food and Nutrition Security Crisis Preparedness Plan to give it full effect;

• Draft Decree appointing Jean Josué PIERRE as Ambassador, Permanent Representative of Haiti to the Organization of American States (OAS);

• Draft Decree appointing Jean Robert PILLARD as Ambassador Extraordinary and Plenipotentiary of Haiti to the Republic of South Africa.
