The 400 Mawozo gang used ammunition from the Dominican army and police
In its report, the United Nations Panel of Experts on Haiti found that ammunition seized from the Haitian gang 400 Mawozo originated from the Dominican Republic army and that other ammunition exhibited characteristics consistent with ammunition diverted from the stocks of the Dominican National Police (PND). This conclusion is detailed in the interim report S/2026/241 https://www.haitilibre.com/en/news-48614-haiti-flash-a-shocking-un-report-reveals-the-system-fueling-the-chaos-in-haiti.html , submitted to the United Nations Security Council, in which the Panel presents the results of its analysis of ammunition seized from the criminal organization in 2025. According to this document, investigators analyzed a sample of 89 5.56 mm cartridges linked to the 400 Mawozo gang. Among these cartridges, 25 bore the initials "ERD" corresponding to the Dominican Republic Army, while 16 others displayed markings consistent with ammunition diverted from the Dominican police. The report states verbatim that "25 cartridges bore the marking 'ERD' (Dominican Republic Army) [...] Regarding the other 16 cartridges, it specifies that they bore markings consistent with police ammunition whose diversion had already been investigated by the Panel of Experts." In total, 41 of the 89 cartridges examined presented one of these two indicators of Dominican Republic origin. The Dominican authorities informed the Panel of Experts that the ammunition identified by the initials ERD had been obtained in 2022 from a Colombian manufacturer. The document emphasizes that the Dominican armed forces mark their ammunition to facilitate stock control and detect potential diversions. The same report indicates that in December 2025, a Dominican army officer was arrested in San Juan de la Maguana along with a Haitian national while they were transporting 1,516 rounds of ammunition on a motorcycle. The United Nations noted that the legal proceedings related to this case were still ongoing at the time the report was written. The reference to the National Police ammunition comes from a previous investigation by the same Group of Experts, included in the final report S/2025/597, submitted to the Security Council on September 25, 2025. This document indicates that in July 2024, the Haitian National Police (PNH) seized 5,000 rounds of 5.56 x 45 mm ammunition in Mirebalais. The ammunition had been smuggled into Haiti from the Dominican Republic. The Italian manufacturer, Fiocchi Munizioni, confirmed to the Special Group that the ammunition was produced in 2022 and was part of a batch of 500,000 rounds delivered that same year to the Dominican National Police (PND). Following this discovery, Dominican authorities launched an investigation and conducted an inventory of the police's stockpiles. According to Annex 25 of report S/2025/597 submitted to the United Nations, this inventory revealed the misappropriation of 908,001 items, primarily ammunition, from PND depots. The document specifies that among the missing equipment were more than 489,000 rounds of 9mm ammunition, 230,000 rounds of 5.56 x 45mm ammunition, 26,000 rounds of 7.62 x 39mm ammunition, and 93,000 rounds of 12-gauge ammunition.
