P4000+ Program : 2,069 new police officers integrated into the PNH
One year after the launch of the P4000+ program—which aims to recruit more than 4,000 young people to bolster the ranks of the Haitian National Police (PNH), the institution has integrated 2,069 new officers from its 35th and 36th graduating classes, including 394 women. Furthermore, the graduation of the 37th class, which will constitute the third cohort of this program, is scheduled for the end of October 2026. Implemented with financial support from the United States, through the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), the P4000+ program seeks to increase the number of police officers and strengthen the institution’s operational capabilities. In this regard, the officers from the first two classes have been deployed primarily to the West Department. They are contributing to the securing of strategic locations and the reinforcement of the PNH’s operational framework, amidst a context marked by significant security challenges. Their deployment is also intended to consolidate a police presence in sensitive areas, assist in the protection of critical infrastructure and key transit routes, and provide support to units engaged in security operations. Meanwhile, the training of additional cohorts continues, with the goal of progressively strengthening the institution’s human resources. The upcoming graduation of the 37th class, slated for the end of October, will mark a new milestone in the implementation of the P4000+ program. IH/ iciHaiti
