The Engineer Alix Célestin General Director of the National Port Authority (APN) launched the Technical Secretariat of the Reformation of the port sector.

This transient Secretariat (for the time of the reform), is an offshoot of the recommendations of the mid-term review of work and functioning of the "Task Force" by Dr. Tham Truong, External Expert for the budgetary support program 2015 of the Inter-American Development Bank (IDB) for the transport sector.

This structure, participates in the institutional strengthening of the APN, through the implementation of the reform of the port sector. It is thus responsible for accompanying the Director General, the Office of the reform and the "Task Force" in the performance of their tasks.
