In a letter sent to Prime Minister Lafontant, the December 4 Collective, a grouping of Haitian civil society organizations, founded on 4 December 2013, engaged in advocacy on topical subjects, making himself the spokesman for the silent majority explains in its letter that "for some years now we have been subjected to the behavior of individuals traveling in vehicles in which all the windows are tinted opaque, using force sirens and who, in defiance of police officers, infringe insolently and with impunity the laws of motor traffic [...] [Article 154 of 26 May 2006 relating to the registration and movement of vehicles]

For your perfect edification, it seems appropriate to point out that these vehicles (some of them do not have any number plate) bear either of the abbreviations : Official (OF), State Services (SE), Temporary Registration (IT), Location (LO), Consular Corps (CC) and Diplomatic Corps (CD). To these are added some vehicles with "Private" plate.

In the name of the regular citizen, in the name of the decency and the respect to which all Haitians are entitled, the Collective of December 4 would appreciate that you take all the necessary measures to eliminate in Haiti, this circulation of vehicles with opaque windows, and to allow the use of sirens only to the legitimate authorities : Firefighters, Police, Ambulance and motorcycle of motrorcade."
