A decision of pro-government Deputies and opponents who believe that the 2018-2019 budget bill, amounting to 172.8 billion gourdes does not meet the requirements of the hour. According to the deputy of Marigot Deus Deroneth, with 110 billion gourdes allocated to expenses and 62.8 to investment, this draft budget does not fit the reality. "This deep, serious and objective analysis of the 2018-2019 Finance Act has failed to dispel the Chamber's concerns about the document's compliance. [...] The Chamber of Deputies returns the draft budget law to the Executive, hoping that it will be reformatted in strict compliance with the law of May 4, 2016, that will be made strategic adjustments able to restore consistency and credibility and to make it conform to the rules, to the requirements of the hour and to the aspirations of the populations, "wrote Gary Bodeau, the president of the Chamber of Deputies, in a letter to the President Jovenel Moïse, he also underlines the doubts expressed by the Superior Court of Audit and Administrative Disputes (CSCCA) on the draft budget law, particularly with regard to compliance with the legal and regulatory framework relating to resources and charges. Let's recall that the draft budget amounts to 172.8 billion gourdes including 110 billion allocated to operating expenses and 62.8 billion to investments. The minister said that this bill is socially dominated with two components: social infrastructure and social appeasement to reach the most vulnerable segments of society, and that revenue forecasts are estimated at 114 billion gourdes, and that donations in budget support amounted to 28.9 billion.
