According to the Citizen Observatory for the Institutionalization of Democracy (OCID), the two chambers of Parliament already in great difficulty, have been dysfunctional throughout the week from 4 to 8 March 2019. Parliamentarians, employees and contractors have not been noticed in the vicinity of the Legislative Palace, a period marked by carnival festivities in the different communes of the country...

In addition, OCID is launching this week a investigation on the functioning of parliamentary offices at constituency and departmental levels. A dozen investigators are mobilized through the 10 departments to collect data on the existence and operation of these offices for which operating costs (space rental and employee payments) are granted monthly and/or annually to each parliamentarian.

An investigation report will be published at the beginning of April at the latest.
