On Tuesday, October 14, 2025, Engineer Théophil Ostinvil, Director General of the National Directorate of Drinking Water and Sanitation (DINEPA), and Ms. Dabagai Dabagai, Representative of the United Nations Office for Project Services (UNOPS-Haiti), held a follow-up meeting on the implementation of the UNOPS–DINEPA Agreement, linked to the "Drinking Water and Rural Sanitation, Resilient, Sustainable, and Decentralized" (EPARRDD) Program, which is financed by the World Bank and supervised by DINEPA.

This meeting focused on studies and implementation of water infrastructure projects. In short, the development of the Drinking Water and Sanitation (DWS) sector.

The agreement provides for the technical, social, and environmental supervision of the construction of 24 Drinking Water Supply Systems (DWS), three warehouses, and five administrative buildings, as well as the conduct of studies on the construction of DWSs aimed at addressing the country's gaps in access to water and sanitation, among other things. The main objective of the "Drinking Water and Rural Sanitation, Resilient, Sustainable, and Decentralized" (EPARRDD) program, implemented in Haiti, is to increase access for the rural population to basic drinking water and sanitation services in an inclusive, resilient, and sustainable manner. The project targets approximately 250,000 beneficiaries for drinking water and 125,000 for sanitation.
