On Tuesday, April 28, 2026, the Haitian National Police (PNH) announced that, as part of the investigation conducted by the Inspector General's Office, the four police officers who had been held in isolation (Serge Édouard Muscardin, Oberde Joseph, Ricardo Anglade, and Nexbertso Déjean) since April 14, 2026, were released and placed under precautionary measures pending further investigation. Following hearings and the analysis of the initial information available regarding these officers, the decision was made to release them from isolation and place them under precautionary measures pending further investigation. The charges against them include insubordination to their superiors, as well as other behaviors that violate the law and the institution's disciplinary regulations. Lionel Lazarre, recently appointed Deputy Spokesperson for the Haitian National Police (PNH), provided some explanation regarding an incident that occurred following the issuance of an abduction alert. According to his statement, four police officers intercepted a vehicle which, according to information provided by Divisional Commissioner Yvon Cantave, their superior officer, did not match the reported vehicle but belonged to the Armed Forces of Haiti (FAd'H). A tense exchange reportedly took place between the four officers and Cantave, leading to the use of their service weapons. The PNH clarifies that the investigation is ongoing to determine any potential criminal and administrative liability. This measure does not constitute a final sanction but aims to ensure the proper conduct of the investigation, preserve the integrity of the process, and allow for all necessary verifications in accordance with PNH regulations and internal procedures. The institution reaffirms its commitment to handling this case rigorously, transparently, and impartially, while respecting the rights of the officers involved. The General Directorate reminds all police officers that they must remain at their posts and continue to provide their services with composure and professionalism.
