Two Haitians Emmanuel Bastien, arrested in Cap-Haïtien on 1 June and Gérard Roger Junior Placide, arrested in Port-au-Prince on 4 June, were handed by order of the Minister of Justice Jean Roudy Aly, in the hands of the agents the Drug Enforcement Administration (DEA), the US federal police service attached to the United States Department of Justice and then transferred to the US.

According to the documents submitted by the American justice to the Haitian authorities, these two men refugees in Haiti, were prosecuted by the American justice for money laundering and were the subject of an international arrest warrant.
